Status of Reviews, Version 2.1, as of 6pm, 3/21

Slew taxes have been added for IERs w/ targets, plus 1 3min tax per
campaign. If all IERs for a task have target_type = "ANY" then no
tax was added. Any task using one or more IERs w/ a target got taxed, 
w/o regard for whether it might possibly use the same target as used
in the previous activity. This should be slightly conservative relative
to how thins will actually work. I've noted the slew taxes added in
the v2.1 and later versions of the review.
