Objective:  
Transition MIPS to the OPERATE state.  This
disables
power to the instrument but allows us to 
continue
collecting telemetry so that we can monitor the
temperatures
of the electronics box and electronics boards.
 
Description:
Transition from MIPS_OBSERVE to OPERATE.
After this is completed, other observatory
activities
can proceed.  The electronics should be left 
on
for
about 12-24 hours so that we can assess the
temperature
stability of the electronics.  The electronics
should then be powered down using task 
MIPS-095.
