Power off MIPS at the end of MIPS Campaign

1) Transition from MIPS_OPERATE to OFF
   2) Turn off power to the combined 
electronics

Must be preceded by these activities (list by CAID):   MIPS-015, MIPS-090, MIPS-092
 
Place in Schedule:   At the end of MIPS campaign A, 12-24 hours after the completion of MIPS-090
