MIPS Campaign D1 Anomalies

1. Frame Flip Anomaly   [SSC Change Request 4934 (downlink-mips-24)]
   Status: Open.
   Description: There are two issues with pointing/image motion in the
	24um 1st Light images (mips-100):
	1) The first spacecraft nod position (cross-scan) is to the right
	of array center, rather than to the left as was expected/desired.
	Also, the motion during the second nod was to the left, opposite
	to the expected sense.
	2) The CD matrix in the headers (WCS) is incorrect unless the images
	are flipped in Y. However, a change in the sign of the relevant CD
	matrix term, CD2_2, does not fix the problem.
`	NOTE that the S/C and CSMM motions have been verified to be correct,
	so these orientation issues are limited to display of the data and/or
	header definitions only.
	3) Status of Ge arrays re. potential similar problems is unknown.
   Closure Plan:  
	Implement change in SSC pipeline processing to flip the images left-right,
	and to correct the WCS by changing ROT_OFFSET in one of the cdf files
	(mips24_cdelt12_distort.tbl).  Done.
